What's with the go slow?

Did someone tell people to drive slow on the roads this Friday the 13th? I’ve spent the day in the car stuck behind people doing 10khm to 20kmh below the speed limit. Now I’m all for safe driving, but please, make some progress (as my old driving instructor used to say).
